南洋自行设计建造的第一级装甲巡洋舰，表面以9寸面目完工，实际上却偷偷安装了德国新11寸炮的先行生产型，高速重甲强火力的设计虽然足以傲视列强巡洋舰，但可惜的是巡洋舰毕竟不能当战列舰用……

我想知道他的建造和服役时间，以及南洋联邦共和国的国情简介，考虑到南洋的独立将极大地冲击西方殖民势力，我不知道他的造船技术主要来自哪里，能建造出这么一种超前的主力舰。
