deep load 如何理解合适？

Conway's All The World's Fighting Ships ，部分船有deep load ，该如何理解合适呢？

在wiki里面，Displacement (ship)词条下，找到一段定义。
Deep load condition means full ammunition and stores, with most available fuel capacity used.

如果按照这样的解释，Deep load是“超载排水量”，超载了燃油（可能还包括锅炉水？）
